Mounds View City Council April 10, 2006 <br />Regular Meeting Page 11 <br /> <br /> 1 <br />Mayor Marty stated there are sufficient means to deny this conditional use permit because it is 2 <br />inconsistent with the Comp Plan. He stated in order to be in compliance with the Comp Plan, it 3 <br />would necessitate changing the Comp Plan to accommodate this business. He stated he cannot 4 <br />support this proposal. 5 <br /> 6 <br />Councilmember Thomas stated she grew up in a mobile home park and feels a need to defend the 7 <br />residents in the area. She stated the residents of the mobile home park are concerned about the 8 <br />blighted motel property as well. She stated she is concerned with the Comp Plan issues. She 9 <br />indicated there are truck issues as there is no record of how closely MnDOT watches trucks. She 10 <br />stated it can be a difficult thing to keep on top of. She stated there is a health and safety issue 11 <br />currently going on at the motel property right now that the City cannot stay on top of. 12 <br /> 13 <br />Councilmember Thomas stated this is the first time there has been a willing seller and buyer of 14 <br />the property. She wondered how long it would take to find another two willing parties. 15 <br /> 16 <br />Councilmember Thomas indicated the City is not doing a service either way by what is at the 17 <br />property now or what would come in. 18 <br /> 19 <br />Councilmember Stigney stated the City is doing a great service for the people of Townsedge 20 <br />Terrace by not allowing the business to come in. He stated the motel is an entirely different 21 <br />issue, and what is being discussed is the proposed business coming in. He stated it is important 22 <br />to deny the request for the stated residents’ concerns, and that needs to be the focus regardless of 23 <br />the other issues with the motel. 24 <br /> 25 <br />Councilmember Gunn stated she has heard the residents’ concerns and has talked to the proposed 26 <br />business owners. She stated she is concerned about traffic and the Comp Plan. She indicated she 27 <br />did know if the City should get into changing it right now. She stated she does not like the motel 28 <br />and it is a big problem for the City. She stated the Townsedge Terrace residents should also be 29 <br />concerned about that. She stated she has to listen to the residents’ concerns and is leaning toward 30 <br />denying the project. 31 <br /> 32 <br />City Administrator Ulrich clarified that the resolution includes recommended amendments that 33 <br />would revise Item 4 and add Item 5. 34 <br /> 35 <br />Councilmember Stigney accepted the amendments to motion. Mayor Marty accepted as well. 36 <br /> 37 <br />Mayor Marty added that people could be dumping material down septic tanks from meth labs 38 <br />that is highly hazardous, and in ten years from now, there may be something even worse. He 39 <br />stated it is a new facility but in 15 years, the pipes will be older and may start leaking, and 40 <br />wondered what would happen then. 41 <br /> 42 <br />Mayor Marty stated that something needs to be done about the motel, but this proposed facility is 43 <br />not the answer. He stated he received several calls and emails, especially from the residents of 44 <br />Townsedge Terrace, in opposition to the project. 45
