Mounds View City Council April 10, 2006 <br />Regular Meeting Page 18 <br /> <br />at the Mounds View BP property at the December 12, 2005 Council meeting, and the matter was 1 <br />to be readdressed once the property received a satisfactory fire inspection. She noted that the 2 <br />property has received a satisfactory fire inspection from the Mounds View Fire Marshall. 3 <br /> 4 <br />Councilmember Flaherty stated he would have liked to see that the applicant exceeded the 5 <br />requirements of the Fire code. 6 <br /> 7 <br />MOTION/SECOND: GUNN/THOMAS. To waive the reading and adopt Resolution 6693 8 <br />Transfer of Business Ownership from Elias Saman to Khalid Ahmed for a Tobacco and Gasoline 9 <br />Business License for the Mounds View BP located at 2155 Highway 10. 10 <br /> 11 <br /> Ayes – 5 Nays – 0 Motion carried. 12 <br /> 13 <br />G. Resolution 6792 Awarding a Firm to Conduct a Salary Compensation Study 14 <br />and Pay Equity Report for Mounds View City Employees. 15 <br /> 16 <br />City Administrator Ulrich explained that Staff received four proposals for the study. He 17 <br />indicated that two interviews were conducted with the two lowest bidders, and both firms 18 <br />indicated they could do the work satisfactorily. 19 <br /> 20 <br />City Administrator noted the apparent low bidder is Laumeyer & Associates with a total bid of 21 <br />$11,000. 22 <br /> 23 <br />MOTION/SECOND: FLAHERTY/STIGNEY. To waive the reading and adopt Resolution 6792 24 <br />Awarding a Firm to Conduct a Salary Compensation Study and Pay Equity Report for Mounds 25 <br />View City Employees. 26 <br /> 27 <br />Mayor Marty asked if the interview with Laumeyer and Associates came across well. 28 <br />Councilmember Flaherty stated he was very impressed by both Mr. Laumeyer and Mr. Bredy, 29 <br />and highly recommended approval. 30 <br /> 31 <br />Councilmember Stigney stated he was also impressed by Laumeyer and Associates. He noted 32 <br />they were asked several difficult questions. He noted Springsted, Inc. had a problem with the 33 <br />time frame and would cost more. 34 <br /> 35 <br />Mayor Marty liked the fact that Laumeyer and Associates met with City Staff to be more hands-36 <br />on, and that they are substantially more cost effective and their bid is all-inclusive of all 37 <br />expenses. He stated he finds Laumeyer and Associates acceptable. 38 <br /> 39 <br />Councilmember Flaherty commented that Springsted was more than willing to interview 40 <br />employees just as Laumeyer and Associates did. He stated he was much more comfortable with 41 <br />Laumeyer and Associates, and pointed out they were also the low bidder. 42 <br /> 43 <br />Councilmember Stigney commented that Laumeyer and Associates have had more direct 44 <br />involvement with cities as opposed to companies. 45
