Mounds View City Council April 24, 2006 <br />Regular Meeting Page 16 <br /> <br />Director Ericson noted that Medtronic is asking the City to consider County Road 10 site 1 <br />favorably consistent with their ideals of what would be working in good faith with Clear 2 <br />Channel. 3 <br /> 4 <br />Mayor Marty stated that Medtronic did not want billboards in backyard but they think it is okay 5 <br />for Mounds View to put them in its front yard. 6 <br /> 7 <br />Councilmember Gunn stated Medtronic has taken two billboards and suggested the City should 8 <br />take one. 9 <br /> 10 <br />Councilmember Thomas noted that there is a willing private property owner. 11 <br /> 12 <br /> Ayes – 3 Nays – 2 (Marty, Stigney) Amendment Motion Carried. 13 <br /> 14 <br />AMENDMENT MOTION/SECOND: STIGNEY/THOMAS. To amend the Ordinance to allow 15 <br />billboards on the north side of County Road 10. 16 <br /> 17 <br />Councilmember Stigney suggested the billboards could be correlated to a Mounds View City 18 <br />sign structure. He stated this would be fair to the businesses on the north side of County Road 19 <br />10. 20 <br /> 21 <br />Councilmember Gunn stated that the amendment did not limit billboards to either side of the 22 <br />highway. 23 <br /> 24 <br />Councilmember Thomas stated she was fine with billboards on either side. 25 <br /> 26 <br />Mayor Marty stated that the way the Ordinance reads is that there is a height limit of 45 feet in 27 <br />any location, so that means there could be 45 foot billboards in town. 28 <br /> 29 <br />Councilmember Stigney stated that he assumed the language would be reverted back to where it 30 <br />was before to the south side of County Road 10. He noted if the amendment covers both side of 31 <br />County 10, it should be clarified. 32 <br /> 33 <br />Councilmember Flaherty stated that the purpose is to try to get this one site approved. He stated 34 <br />that if this is approved, there should be no more billboards on Highway 10. He wondered what 35 <br />can the Council do to do that. He stated he truly feels the Council had a good faith agreement 36 <br />with numerous parties that the particular site would be open. He stated he feels that it was not 37 <br />until Phase 2 when Medtronic stated they would pick up the cost if the billboards were not 38 <br />relocated. He stated that when it is the City’s dime, the tune was changed. 39 <br /> 40 <br />Councilmember Stigney stated there was never any vote made by the Council to support that 41 <br />position. He stated it is a bad deal to allow one billboard on the south side, and it makes it 42 <br />doubly bad to allow on both sides. He stated Clear Channel now will be happy because they got 43 <br />all of the sites. 44 <br /> 45
