Item No: 07E <br />Meeting Date: May 22, 2006 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant to the City Administrator <br />Item Title/Subject: Resolution 6822, Resolution Approving the Use of the Automark <br />Ballot Marking Devise for Mounds View Municipal Elections <br /> <br /> <br />Congress enacted the Help America Vote Act (HAVA) in 2002 to ensure that the voting <br />method utilized in every polling place includes a ballot marking devise that is accessible <br />for individuals with disabilities. This provides them the ability to vote privately and <br />independently. The Ramsey County Board of Commissioners has adopted the local <br />equipment plan to acquire and operate a ballot marking device that is accessible to <br />persons with disabilities. <br /> <br />Ramsey County recently received a grant in the amount of $1,256,572 to acquire and <br />operate such a ballot marking devise. The City of Mounds View will be receiving five such <br />marking devises from Ramsey County. (one for each Precinct and one for absentee <br />voting). Staff has done the initial testing of the equipment, and all five machines passed. <br /> <br />The Minnesota Secretary of State’s Office has certified the Automark ballot marking devise <br />be used for the state. In addition, the Ramsey County Auditor has also authorized the <br />Automark ballot devise in all elections in Ramsey County. <br /> <br />The operation and maintenance of the Automark ballot marking devise will be conducted <br />in the same manner as the voting systems in the joint powers agreement between the City <br />and Ramsey County dated April 24, 2001. The City is required to pass a resolution <br />authorizing the use of this equipment. This resolution will then be forwarded to the <br />Ramsey County Auditor for their record. <br /> <br />Recommendation <br /> <br />Staff recommends approval of Resolution 6822. It is the intention of Staff, to display this <br />equipment and have information about this equipment at least 60 days prior to the state <br />primary. Public demonstrations will also happen at least 6 weeks prior to the State <br />Primary.
