Resolution 6821 Approving Police Detective Larry Siluk’s Severance 12 <br />Package. 13 <br /> 14 <br />Assistant to the City Administrator Crane reviewed that Larry Siluk retired from the Mounds 15 <br />View Police Department effective April 30, 2006. She referenced Resolution 6821, which 16 <br />authorizes severance payment to Larry Siluk. These payments are in accordance with the 17 <br />Mounds View Personnel manual and the LELS Police Officers Labor Agreement. 18 <br /> 19 <br />Assistant to the City Administrator Crane explained that Resolution 6821 provides a cash payout 20 <br />for Larry Siluk’s vacation time of $1,100.43. This is calculated as 34.26 accrued vacation hours 21 <br />times his hourly rate of $32.12. It also provides for a cash payout of Larry Siluk’s sick time. In 22 <br />accordance with the LELS Police Officers Labor Contract, is eligible to contribute 65% of his 23 <br />accumulated and banked sick leave for contribution to the employee Retirement Health Savings 24 <br />plan. This is calculated as 1,370.50 accrued/banked sick hours times 65% times his hourly rate 25 <br />of $32.12. This comes to $28,613.46 to be contributed to the Retirement Health Savings plan. 26 <br /> 27 <br />Assistant to the City Administrator Crane stated staff recommends severance payment and 28 <br />contribution to the Retirement Health Savings Plan for Larry Siluk in accordance with the City’s 29 <br />Personnel Manual and LELS Police Officers Labor Agreement. 30 <br /> 31 <br />City Administrator Ulrich stated he had talked to Councilmember Stigney earlier today about 32 <br />whether there was a limit on sick leave. He explained there was language in the 2003 contract 33 <br />saying the employee would receive 65% of all accumulated and banked sick leave. The 2004-34 <br />2005 contract grandfathers in 960 hours so tenured employees were grandfathered in. He 35 <br />explained that including Mr. Siluk there are five employees in the Police Department that are 36 <br />allowed to get 65% of their accumulated and banked sick leave and contribute it to their 37 <br />retirement plan without a cap. Others are caped at 960 hours, which limits the City’s liability. 38 <br /> 39 <br />Mayor Marty asked if they would lose their grandfather status if they fall below the cap. City 40 <br />Administrator Ulrich stated they would not. 41 <br /> 42 <br />MOTION/SECOND: THOMAS/MARTY.
