The unit will be <br />housed at the new fire station but be available for use to all three police departments. <br /> <br />Representatives of the Fire Department and Blaine Police traveled to Las Vegas, <br />Nevada in January of 2006 to view two end users of the simulator; Clark County Fire <br />and North Las Vegas Police Department. From there we continued onto Salt Lake to <br />L-3 Headquarters where we viewed the newest models in production. <br /> <br />The software portion of the package includes thirty-five different vehicles thus allowing <br />more versatility and use. We do envision an ability to rent time on the simulator and <br />thus, generate some revenue. <br /> <br />We recommend the contract be awarded to L-3 Communications of Salt Lake City, <br />Utah. <br /> <br />Incident Command Simulation Software: <br />Command Sim $60,000 <br /> <br />Command Sim is a three-year old company that has produced and developed state of <br />the art software for developing incident command and emergency management staff. <br />They are a sole source vendor. Representatives of the fire department attended the <br />largest trade show and conference specific to fire products to explore for this type of <br />product. While there were four vendors, three were very low end pre-programmed <br />basic simulations. <br /> <br />Command Sim has developed a totally programmable, real time, multi-user software <br />package currently being used by more than a half-dozen fire departments with another <br />dozen in the process of installation. Due to its capabilities, actual structures in the <br />communities can be utilized to develop emergency situation scenarios in which incident <br />commanders can learn and develop better skills. <br /> <br />Representatives of the fire department along with Blaine Emergency Manager Kerry <br />Fenner (Police Captain) and Deputy Manager Bob Fiske (Community Standards <br />Director) traveled to Orange County Fire Department, Florida in January of this year. <br />We attended a day long training session in conjunction with Orange County firefighters. <br />Orange County is one of the current users of Command Sim Software. <br /> <br />We recommend the contract be awarded to Command Sim of Philadelphia, <br />Pennsylvania <br /> <br />Computers: <br />Dix Computers $42,188 <br /> <br />This package includes a one server, ten standard PC’s, and one upgraded PC which is <br />needed to develop the incident command scenarios. It also includes three notebooks, a <br />firewall and a plotter. Five of the PC’s are required for the incident command simulator, <br />the rest are for the full time office positions, part time prevention volunteers, meeting <br />rooms, alarm room and captains office.
