<br /> <br /> <br /> <br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 847-06 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF AN INTERIM USE PERMIT (IUP) <br />FOR A BILLBOARD AT 5201 PROGRAM AVENUE, PLANNING CASE IU2006-002 <br /> <br />WHEREAS, Clear Channel Outdoor has requested approval of an Interim Use <br />Permit to locate a billboard at 5201 Program Avenue, the site of Building “A” within the <br />Mounds View Business Park; and, <br /> <br />WHEREAS, the Building “A” site is zoned Planned Unit Development (PUD) and is <br />legally described as follows: <br /> <br />LOT 1, BLOCK 1, MOUNDS VIEW BUSINESS PARK <br />RAMSEY COUNTY, MINNESOTA <br /> <br />WHEREAS, The City of Mounds View has adopted Ordinance 769 which <br />amended the City Code to permit billboards as an interim use on properties adjacent to <br />and visible from Interstate 35W; and, <br /> <br />WHEREAS, the Applicant has submitted a survey depicting the location and setback <br />of the proposed billboard; and <br /> <br />WHEREAS, the Mounds View Planning Commission held a duly-noticed public <br />hearing on July 5, 2006; and, <br /> <br />WHEREAS, the Mounds View City Code requires that requires that any billboard <br />Interim Use Permit (IUP) application be reviewed and considered in accordance with <br />Section 1125.01, Subdivision 3. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning <br />Commission makes the following findings of fact relating to the Clear Channel Outdoor <br />application for an Interim Use Permit (IUP) for a billboard at 5201 Program Avenue: <br /> <br />1. The Installation of a billboard at 5201 Program Avenue would not create an <br />excessive burden on existing parks, schools, streets and other public facilities and <br />utilities that serve or are proposed to serve the area. <br /> <br />2. The billboard at the proposed location would not be readily visible from nearby <br />residentially zoned properties and would not have a detrimental effect on the <br />development of vacant land in the area.
