Mounds View City Council June 12, 2006 <br />Regular Meeting Page 3 <br /> <br />Fire Marshal Kathi Osmonson introduced Volunteer Fire Inspector Israel Diaz. She said she 1 <br />recently reviewed City records and noticed that Mr. Diaz has donated over 300 hours to the City 2 <br />doing volunteer work. She said Israel is a great person to have on board and publicly thanked Mr. 3 <br />Diaz. 4 <br /> 5 <br />Mr. Diaz thanked the Council, City, and Fire Marshal Osmonson. 6 <br /> 7 <br />City Administrator Ulrich read the resolution in full. 8 <br /> 9 <br />Acting Mayor Stigney stated there will be a framed certificate presented to Mr. Diaz as soon as it 10 <br />was signed. 11 <br /> 12 <br />MOTION/SECOND: FLAHERTY/GUNN to adopt Resolution 6848, Resolution of 13 <br />Appreciation for Israel Diaz, Volunteer Fire Inspector for the SBM Fire Department. 14 <br /> 15 <br />Ayes – 3 Nays – 0 Motion carried. 16 <br /> 17 <br />7. COUNCIL BUSINESS 18 <br /> 19 <br />A. Resolution 6836, a Resolution Approving a Conditional Use Permit for an 20 <br />Oversize Garage at 8382 Knollwood Drive. 21 <br /> 22 <br />Planning Associate Heller stated that before the Council is a Conditional Use Permit (CUP) for 23 <br />an oversize garage at 8382 Knollwood Drive. She stated that the residents, Robert and Lisa 24 <br />Horbul, would like to put a 24’ x 30’ addition to the rear of their garage. She stated there is a 25 <br />drawing in the packet. She stated they need a CUP because it would bring the total square feet 26 <br />up to 1,604, which is beyond the current limit of 952 square feet. She said it would be for 27 <br />storage of an RV and other things. She stated the garage would not be used as a business. 28 <br /> 29 <br />Associate Heller explained that with a CUP before them, the Council needs to determine if there 30 <br />will be any adverse affects by approval. She stated the Council needs to look at the 31 <br />Comprehensive Plan to see if the oversize garage would benefit the neighborhood. 32 <br /> 33 <br />Associate Heller elaborated that the property is on Knollwood Drive, which is a residential area. 34 <br />She said that the addition will not be seen from the front will blend in with the original roofline. 35 <br />She said it would somewhat block the view looking across the back yard. She said that the 36 <br />addition will provide the property with additional inside storage and raise the value of the 37 <br />property. 38 <br /> 39 <br />Associate Heller said Knollwood Drive is a strictly residential area. She said the Horbuls have 40 <br />demonstrated a need for the addition to keep vehicles in the garage rather than in the driveway 41 <br />and behind the garage. She stated that a resident who lived several houses away did have a 42 <br />concern, and that the applicants were in attendance to answer any questions the Council may 43 <br />have. 44 <br /> 45
