<br />Item No: 7D & 7E <br />Meeting Date: July 24, 2006 <br />Type of Business: PH & CB <br />Administrator Review: ______ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Public Hearing and Consideration of an Appeal of the <br />Planning Commission’s Denial of a Variance for a 45- <br />Foot Tall Billboard at 2200 County Road 10 and <br />Consideration of an Interim Use Permit (IUP). <br />Introduction: <br /> <br />Consistent with Ordinance 769, Clear Channel Outdoor has submitted a request for an <br />Interim Use Permit (IUP) to site a billboard at the Mermaid property, located at 2200 County <br />Road at the southeast corner of the City. In addition, Clear Channel seeks City Council <br />approval of a variance request relating to billboard height denied them by the Planning <br />Commission. This report addresses both IUP and Variance issues together. <br /> <br />Discussion: <br /> <br />The City of Mounds View and Clear Channel entered into an agreement in 2005 in which <br />Clear Channel agreed to relocate four of its billboards from the former golf course site on <br />Highway 10 to make way for the Medtronic development. Clear Channel was provided two <br />years in which to find suitable locations elsewhere in the City to site billboard. The City’s role <br />was to amend its codes and regulations to allow reasonable opportunity for the signs to be <br />relocated in elsewhere in the community. On May 8th of this year, after multiple meetings <br />were held by the City Council, Ordinance 769 was adopted which expanded the locations for <br />billboards to properly zoned parcels (B2, B3, I1, PUD and CRP) along Highway 10, Interstate <br />35W, Old Highway 8 and the south side of County Road 10 south of the Woodale Drive <br />intersection. In addition to identifying locations, the ordinance also amended the spacing <br />and height requirements for billboards. The 250 foot setback from residential land uses <br />remained unchanged.
