Mounds View City Council June 26, 2006 <br />Regular Meeting Page 30 <br /> <br />MOTION/SECOND: GUNN/FLAHERTY. To postpone approval of Resolution 6853 1 <br />Authorizing the Contract for Architectural Services for the Preparation of Plans and 2 <br />Specifications for the Mounds View Community Center and discuss it further at the July 17th 3 <br />work session. 4 <br /> 5 <br />Mayor Marty stated that until this meeting, he was ready to approve the expenditures. He said he 6 <br />would rather err. on the side of caution to postpone. 7 <br /> 8 <br /> Ayes – 5 Nays – 0 Motion carried. 9 <br /> 10 <br /> J. First Reading and Introduction of Ordinance 775, an Ordinance Vacating an 11 <br />Excess Highway Easement Associated with the Hidden Hollow South 12 <br />Residential Subdivision 13 <br /> 14 <br />Community Development Director Ericson explained that this request would vacate an easement 15 <br />that was dedicated to the City in 1976. He stated the City had no problem with the easement, but 16 <br />Ramsey County rejected the plat because of it. 17 <br /> 18 <br />Community Development Director Ericson explained the City Council approved the Hidden 19 <br />Hollow South final plat on April 24, 2006. He stated the residential subdivision created six 20 <br />single-family home sites from two deep lots on Wooddale Drive. He said that when the plat was 21 <br />brought to Ramsey County for recording, the County Surveyor rejected it due to the presence of a 22 <br />“Highway Easement” at the rear of the lots. He stated the County’s policy, as he has learned, is 23 <br />that right of way easements may not persist as easements – they shall either be dedicated as right 24 <br />of way or vacated. He said until one of the two actions is undertaken, the plat cannot be 25 <br />recorded. The effect is to strike the word “highway” from the plat. He said the second reading 26 <br />and public hearing would be at the next City Council meeting. 27 <br /> 28 <br />Mayor Marty asked if it would vacate the highway and keep the easements and Director Ericson 29 <br />replied it would. 30 <br /> 31 <br />MOTION/SECOND: THOMAS/STIGNEY. To waive the reading and adopt Ordinance 775, an 32 <br />Ordinance Vacating an Excess Highway Easement associated with the Hidden Hollow South 33 <br />Residential Subdivision. 34 <br /> 35 <br /> Ayes – 5 Nays – 0 Motion carried. 36 <br /> 37 <br /> K. Resolution 6863 Approving the Communications Coordinator to attend the 38 <br />NATOA Conference in Florida 39 <br /> 40 <br />City Administrator Ulrich stated this was discussed on June 12th but failed to achieve the three 41 <br />required votes. He added the issue is being brought back and was revised to reflect a limit of 42 <br />$1000 of City Funding is used. He said the tuition will be paid by the North Suburban Cable 43 <br />Commission. 44 <br /> 45
