Crane, Assistant to the City Administrator <br />Item Title/Subject: Consideration of Resolution 6935, a Resolution Authorizing <br />the Hire of Mary Springer to the Position of Mounds View <br />Receptionist <br /> <br />Background: <br /> <br />On August 7, 2006 Work Session, the City Council authorized staff to advertise for the vacant <br />receptionist position in the Administration Department. The position was vacated at the beginning of <br />August. The Receptionist is a non-exempt, full time, AFSCME union position. <br /> <br />Discussion: <br /> <br />Staff advertised the opening on the City’s website, on the League of MN Cities website, with the <br />Mounds View/New Brighton Bulletin and the Pioneer Press. The starting annual salary advertised for <br />the position was $12.20 per hour, but that salary reflected the 2004-2005 AFSCME Union Contract. <br />Since then the City has settled with the AFSCME union for the 2006-2007 Contract. Below is the new <br />salary schedule for the position: <br /> <br /> Step One: $12.57/hr <br /> Step Two: $13.35/hr <br /> Step Three: $14.14hr <br /> Step Four: $14.92/hr <br /> Step Five: $15.71/hr <br /> <br />We received a little over 90 applications for the position, of which seven were selected for interview. <br />Staff interviewed six of those candidates (one applicant is in pursuit for a different job). The top <br />candidate for this position is Mary Springer. <br /> <br />Salary: <br /> <br />Mary Springer would start at Step 1, which is $12.57/hhour. The City’s personnel policy states that <br />Mary Springer will progress to Step 2 after 6 months, Step 3 after twelve months, Step 4 after twenty- <br />four months and finally Step 5 after thirty-six months of employment. Again, this progression is <br />consistent with the City’s personnel manual. All other personnel policies apply, no deviations have <br />been made or offered. <br /> <br />Start Date: <br /> <br />Mary Springer would begin employment on or after Monday, September 18, 2006. Her hire date <br />will be pending a satisfactory background check and reference check. <br /> <br />Recommendation: <br /> <br />Staff recommends the City Council adopt Resolution 6935, a resolution approving the hire of Mary <br />Springer to the position of Mounds View Receptionist, pending satisfactory background and reference <br />check. <br /> <br />Respectfully submitted, <br />Desaree M Crane, Assistant to the City Administrator
