He added he wants to give 1 the Community Center back to the citizens. He pointed out that two residents spoke in favor of 2 Oops, one of whom is an employee, and that all other residents spoke against the Theater. 3 4 Economic Development Coordinator Backman replied that Oops would take care of their own 5 set-up and teardown. He stated that he has told Oops that they would have to pay for their 6 telephone line. He stated that there could be an alternate wording for the word “unencumbered.” 7 8 City Attorney Riggs stated there are a number of conditions in the lease that are not consistent 9 and there are several issues the Council should discuss. He stated that the Council needs to 10 determine who has priority in the Center. He pointed out that the document in front of the 11 Council should not be the final version. 12 13 Mayor Marty asked about the language stating, “direct supervision and control of a staff 14 member” during set-up and takedown. Ms. Fangel stated that some of the language is still being 15 discussed and that she does not expect the contract in front of the City now to be the final 16 version. She stated that she wants to make sure that phone and Internet is available to the 17 Theater, but they will pay for their own services. 18 19 Mayor Marty stated he did not think the direct supervision of the set-up and teardown is 20 necessarily bad to ensure the integrity of the building. To deny Resolution 6892, Approval of Interim 24 Lease Agreement in the Mounds View Community Center for Oops Dinner Theatre. 25 26 Councilmember Gunn stated there is a discrepancy with the Resolution number. City 27 Administrator Ulrich confirmed that it is Resolution number 6892. 28 29 Councilmember Stigney stated that because it is an interim lease, it needs more refinement and 30 should not be denied at this point 31 32 Mayor Marty stated the goal of the Community Center is to increase programming and start 33 marketing the Community Center to the public. 34 35 Councilmember Stigney stated that the Community Center should be self-sufficient, which is one 36 of the goals established by the Council. He stated the Council should consider what other things 37 are happening with the Community Center while the City is determining better uses during the 38 seven-month time period. He stated denying the Theater lease is the wrong thing to do. 39 40 Councilmember Flaherty stated he understands that Oops is looking for a place to hold their 41 shows, but he believes that the Center needs to be given back to the citizens. He stated he has 42 examined the calendar and there are many dates being requested by the Theater. He stated he 43 would like a solution determined by Oops and the YMCA working together.
