Resolution 6912 Authorizing a Step Increase for Mark Beer, Mounds View 5 <br />Finance Director 6 <br /> 7 <br />Assistant to the City Administrator Crane stated Mark Beer is a current employee with the City 8 <br />of Mounds View and his supervisor has recently reviewed his performance as it relates to his job 9 <br />description. She explained that it was determined Mark Beer has more than satisfactorily 10 <br />performed in the capacity of his position, and therefore, a step increase wage adjustment is 11 <br />consistent with the Mounds View Personnel Manual. 12 <br /> 13 <br />Assistant to the City Administrator Crane stated Staff recommends approving Mark Beer’s step 14 <br />increase in accordance with the Mounds View Personnel Manual. 15 <br /> 16 <br />MOTION/SECOND: GUNN/THOMAS. To waive the reading and adopt Resolution 6912, 17 <br />Authorizing a Step Increase for Mark Beer, Mounds View Finance Director. 18 <br /> 19 <br />Ayes – 4 Nays – 0 (Stigney absent) Motion carried. 20 <br /> 21 <br />Councilmember Stigney returned to the meeting. 22 <br /> 23 <br />M. Resolution 6915 Authorization to Hire for a Receptionist in the Administration 24 <br />Department. 25 <br /> 26 <br />Assistant to the City Administrator Crane stated the position is currently vacant and due to this 27 <br />vacancy it is becoming to maintain customer service levels. She noted the position is Hay 28 <br />Pointed at 169 and the position is currently an AFSCME union position and the City is currently 29 <br />in labor negotiations for a new 2006-2007 contract. 30 <br /> 31 <br />Assistant to the City Administrator Crane stated Staff was given permission at the August 7, 32 <br />2006 Work Session to advertise for this position. She noted the position is currently advertised 33 <br />on the City’s website and on the League of Minnesota Cities’ website. She explained that in 34 <br />addition, the position would also be advertised in the Sunday edition of the Pioneer Press and in 35 <br />next week’s edition of the Mounds View/New Brighton Bulletin. 36 <br /> 37 <br />Assistant to the City Administrator Crane stated the top candidate would start at Step One, 38 <br />progress to Step Two in six months, to Step Three after twelve months, Step Four after twenty-39 <br />four months and finally Step Five after thirty-six months of employment in accordance with the 40 <br />Mounds View Personnel Manual and current AFSCME Labor Agreement. She noted that as 41 <br />stated previously, AFSCME is in negotiations with the City for a new 2006-2007 contract, and 42 <br />the starting salary will be in accordance with the most current AFSCME Labor Agreement. 43 <br /> 44 <br />Assistant to the City Administrator Crane stated that due to the present personnel levels at the 45
