Mounds View City Council August 28, 2006 <br />Regular Meeting Page 3 <br /> <br />Mayor Marty stated that everything that was printed in the paper has been in the works for many 1 <br />years. He stated Mounds view curtailed the north-south runway expansion, but the east-west 2 <br />expansion was never set back. He stated the runway and Instrument Landing System have been 3 <br />planned for quite some time. He added in 1999 or 2000 Mounds View got a 20-year moratorium 4 <br />on the north-south runway. He stated that the MAC originally wanted to construct north-south 5 <br />parallel runways. 6 <br /> 7 <br />Mayor Marty noted that Blaine has been in favor of the airport and expansion, however, with 8 <br />new high-end development north of the airport, Blaine residents may be allies in opposition to 9 <br />the north-south runway. He also noted that the new eight-story Medtronic building could help 10 <br />Mounds View by keeping some of the north-south traffic down. He also noted the phone number 11 <br />on the website for complaints about air traffic noise. 12 <br /> 13 <br />David Jahnke, 8248 Edgewood Drive, replied to the airport noise comment. He stated he 14 <br />belongs to the airport commission. He explained that there would always be air noise and that 15 <br />the airport is no different than a highway and pilots can use the airport at any time. He stated that 16 <br />pilots would try to abide by certain rules. 17 <br /> 18 <br />Mr. Jahnke explained that there is nothing the City can do to reduce traffic and the airport will be 19 <br />getting busier. He commented that if there is anything he can do for the City, he will do it at the 20 <br />next meeting. Mayor Marty noted that Mr. Jahnke is one of two Mounds View representatives 21 <br />on the airport commission. 22 <br /> 23 <br />Mike Reed, 2208 Lois Drive, stated that several years ago a phone survey was done about the 24 <br />golf course and community center. He noted that at that time, nobody supported either venture. 25 <br />He stated that the community center currently costs the City $147,000 a year, with another 26 <br />$175,000 in added expenses. He asked why the City is not selling the community center. 27 <br /> 28 <br />Mayor Marty noted that the Community Center is an asset and benefit to the community and 29 <br />residents. He stated that the Council has been trying to make it work as a banquet center, and 30 <br />they have finally come to the conclusion that a caterer and banquet center are not viable uses. He 31 <br />noted the task force was started last January, which was made up of commissioners, elected 32 <br />officials, and citizens, who started brainstorming about better uses for the center. He stated that 33 <br />more citizens have been expressing interest in the center. He stated if there are three or four 34 <br />weddings or events a month, it would be helpful. He noted that there is an ongoing discussion 35 <br />about the Center. 36 <br /> 37 <br />Mr. Reed expressed his opinion that it is a lot of money to spend on the community center. 38 <br />Mayor Marty stated he has been contacted by residents who used other cities’ banquet centers 39 <br />when the caterers at Mounds View’s community center were too expensive. Mr. Reed asked 40 <br />how long the City would keep the center open without making a profit. 41 <br /> 42 <br />Councilmember Flaherty stated that when the survey was done, residents were not using the 43 <br />community center because it was too expensive. He stated that the current discussion is 44 <br />surrounding whether or not the residents will use the center. He noted that the center is similar to 45
