Public Hearing, Introduction, and First Reading of Ordinance 779, an 8 <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural 9 <br />Gas Operations within the City of Mounds View for the Year 2007. 10 <br /> 11 <br />Finance Director Beer stated it would be a continuation of the agreement with Centerpoint for 12 <br />4% franchise fee. He noted there is only one Centerpoint customer in the City and the revenue 13 <br />generated is very low. He stated that Medtronic has the option to choose between Centerpoint 14 <br />and Xcel and revenues from Centerpoint could go up. 15 <br /> 16 <br />Mayor Marty opened the public hearing at 7:53 p.m. 17 <br /> 18 <br />Hearing no comment, Mayor Marty closed the public hearing at 7:53 p.m. 19 <br /> 20 <br />Councilmember Thomas asked if there was any response from Centerpoint. Finance Director 21 <br />Beer replied that the agreement was not amended and Centerpoint did not respond. Public Hearing, Resolution 6906 Holding a Public Hearing, Approving the 31 <br />Feasibility Report and Ordering the County Road 10 Trailway Project for 32 <br />Segments 9 &10 33 <br /> 34 <br />Public Works Director Lee explained that in January, the Council authorized a feasibility report 35 <br />regarding construction of a trailway on the south side of County Road 10 between Silver Lake 36 <br />Road and Long Lake Road. He stated it was reviewed at a work session and was set as a Council 37 <br />agenda item on August 14th. 38 <br /> 39 <br />Director Lee explained that the project proposed is a 10-foot bituminous trailway, which would 40 <br />include a boardwalk. He noted it includes pedestrian scale lighting and every 5th light will have a 41 <br />City medallion. He stated the project proposes storm water infiltration features and water quality 42 <br />enhancement, which will include vegetated areas and rain gardens. He stated landscape features 43 <br />will be included such as mass plantings such as tall grasses mixed with perennial plants, 44 <br />including landscape mounds and tree groves. 45
