Mounds View City Council August 28, 2006 <br />Regular Meeting Page 13 <br /> <br /> 1 <br />Councilmember Thomas stated that the language needs to be a summary and easily understood 2 <br />by the general public. 3 <br /> 4 <br />Mayor Marty asked why the change would not go into affect until March 2007. Mr. Thomas 5 <br />stated that after discussing the issue with Finance Director Beer, it was determined that March 6 <br />would be the best time for it to be implemented so the budget would not be completely affected. 7 <br />He stated it will take affect before the next budget cycle, but after the current budget cycle is 8 <br />completed. 9 <br /> 10 <br />MOTION/SECOND: STIGNEY/GUNN. To waive the reading and adopt Resolution 6921 11 <br />Approving Ballot Language in Regard to Chapter 7 of the Mounds View Charter. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />F. Resolution 6922 Approving the 2006-2007 AFSCME Union Contract 16 <br /> 17 <br />City Administrator Ulrich stated that the item is presented for approval approving labor 18 <br />agreement with AFSCME union, which represents a number of employees at the City. 19 <br /> 20 <br />City Administrator Ulrich stated the principal items are wages and insurance. He noted wages 21 <br />and insurance coverage are proposed to be the same as the other non-union employee groups. He 22 <br />stated that the different item is Number 11, the Wage Re-opener. 23 <br /> 24 <br />City Administrator Ulrich stated Staff is recommending approval of the Contract as outlined in 25 <br />the Resolution. 26 <br /> 27 <br />Councilmember Flaherty said the HR Committee worked on the contract and stated that the 28 <br />objective was to bring all contracts in line with each other. He stated it is an excellent contract 29 <br />and the only thing was the wage re-opener, which states that wages can be adjusted in accordance 30 <br />with wage equity laws. 31 <br /> 32 <br />MOTION/SECOND: FLAHERTY/THOMAS. To waive the reading and adopt Resolution 6922 33 <br />Approving the 2006-2007 AFSCME Union Contract. 34 <br /> 35 <br />Mayor Marty thanked the HR Committee, Mr. Ulrich, Ms. Crane, the Union Representatives and 36 <br />Union for working out the contract. 37 <br /> 38 <br />Ayes – 5 Nays – 0 Motion carried. 39 <br /> 40 <br />G. Resolution 6923 Step Increase for Heidi Heller, Mounds View Planning 41 <br />Associate and Peter Berling, Mounds View Police Officer. 42 <br /> 43 <br />City Administrator Ulrich read the resolution. 44 <br /> 45
