The following is a portion of that <br />report: <br /> <br />Handicapped Accessible Doors – How was the decision made to remove the <br />pre-existing opening system. Why wasn’t it salvaged? Why couldn’t the old <br />opening system be re-installed? <br /> <br />The pre-existing door opening system was several years old and had several <br />operational and service issues. The opening system would either fail to operate <br />when activated, the doors would open without being activated, or they would fail <br />to close after being activated. In August of 2004, before the City Hall <br />Rehabilitation Project work was started, the door opening system was analyzed <br />by a service technician from Rogers Automated Entrances Incorporated. At that <br />time, the City was informed that this system had been experiencing moisture <br />problems, creating rust, and that the system was “shot”. <br /> <br />To remove the pre-existing door opening system, store it, and reinstall it in the <br />new vestibule would have been extremely labor intensive and would have been <br />cost prohibitive. Therefore, given the aforementioned circumstances, coupled <br />with the knowledge that an opening system is not required by International <br />Building Code or State Building Code and knowing that a system would require <br />ongoing maintenance costing future expenditures and trying to minimize the cost <br />of the City Hall Rehabilitation Project, staff gave authorization to demo the pre- <br />existing door opening system along with the vestibule. The plans and <br />specifications were then created reflecting this decision. <br /> <br /> <br /> <br />
