Item No: 8D
Meeting Date: Oct 23, 2006
Type of Business: Consent
Administrator Review : ____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Community Development Director
Item Title/Subject: Authorization to Grant Utility Easement to Xcel
Energy on City Land Adjacent to 2203 Lois Drive

Introduction:

Residents Mike Cardinal and Mar Jo Verschay reside at 2203 Lois Drive and are requesting
to have Xcel relocate low-hanging power lines that cross their backyard to just beyond their
backyard area within the undeveloped area of Greenfield Park. Staff has inspected the
property, confirms the low hanging power lines and the obstruction they cause and
witnessed a power pole that is in need or relocation. Xcel Energy has agreed to the
relocation and will require an easement granted by the City of Mounds View as the poles and
line would be on City land.

Discussion:

Two poles would be installed on City land and between them primary and secondary electric
lines and other utility lines would be strung. The relocation would eliminate an existing safety
hazard and would improve the livability of the Cardinal/Verschay property. The Xcel Energy
site plan is attached for the Council’s review along with a city map showing the location of
the proposed easement area.

Recommendation:

Staff supports the relocation of the power poles and recommends approval of the easement
agreement with Xcel Energy. Resolution 6955 is attached for the City Council’s
consideration.

Respectfully submitted,

________________________
James Ericson
Community Development Director
