significant latitude for the employer to dismiss prior to the 6-month anniversary, <br />afterward there is a greater burden of evidence that needs to be developed. The <br />Personnel Policy implies that approval by the City Administrator and City Council is <br />required, but the apparent conflict with the contract would likely lead to a dispute with <br />the union. In fact, the union has filed a grievance on this issue and is waiting for the <br />Council to address the matter. Clearly, in the future, it would be preferable for the <br />Council and supervisors to address significant performance issues for probationary <br />employees prior to the 6-month date elapsing. <br /> <br />Recommendation: <br /> <br />It is recommended that the City Council approve the attached resolution granting the 6- <br />month step increase to Communications Coordinator Blackford. <br /> <br /> <br /> <br /> <br /> <br /> <br />
