<br />Item No: 7D <br />Meeting Date: 11-27-06 <br /> Type of Business: CB <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br />Item Title/Subject: Resolution 6971 Approving Purchase of Exercise Equipment for <br />Community Center <br /> <br />Background: <br />Recently, the City Council made a decision to proceed to operate the banquet center as <br />a facility that would be open to the public for rental. Based upon this direction, the <br />YMCA has been instructed to rent available space on a first-come, first-served in <br />accordance with the newly revised fee schedule. In addition, it was anticipated that <br />certain expenses would need to be made to keep and attract users to the facility. <br /> <br />While the Council has decided not to pursue the full plan for the Community Center as <br />recommended by the Mounds View Community Center Task Force, the plan itself can <br />function as a roadmap for incremental improvements that the City may make over the <br />years. <br /> <br />The Council previously discussed and considered the following items at work session: <br /> <br />- Management Expenses: The YMCA has provided a proposal for the <br />coordination and oversight of the banquet facility. The new position would be in <br />charge of facility rental and provide on-site supervision as necessary. This item <br />has been budgeted in the 2007 budget and will be considered by the Council at <br />the December work session. <br />- Marketing Expenses: The Task Force recommended that $2,500 be allocated <br />for marketing of the community center in its first year of operation after <br />remodeling. The Council has adopted this recommendation and this item has <br />been included in the 2007 budget. In addition, additional marketing dollars were <br />approved by the Council for advertising and printing in 2006. <br />- Memberships: The task force recommended a membership system that would <br />allow for quarterly and annual memberships. Currently, only a daily pass and <br />punch card options are available. The YMCA Advisory Committee reviewed this <br />issue and recommends that the Community Center stay with the existing daily <br />and punch card system due to the current limited fitness facilities. <br />- Capital Investment and Replacement: Components of the plan have been <br />considered in the 5-year capital program for the building. <br />- Fitness Equipment: The proposed down-sized fitness area will utilize existing <br />space. All of the previously purchased or donated equipment is beyond <br />economical repair. The following items are recommended to outfit a fitness <br />area: <br />1. (2) Treadmills – Commercial Grade <br />2. (2) Elliptical Trainers – Commercial Grade <br />3. (1) Recumbent Bike – Commercial Grade <br />
