Item No. 8F
Meeting Date: December 11, 2006
Type of Business: CA
City Administrator Review _______
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Desaree Crane, Assistant to the City Administrator

Item Title/Subject: Resolution 6990, Revising Section 3.40 of the Mounds
View Personnel Manual Pertaining to Vacation Accrual
Schedule.

Background:
The City Council approved the AFSCME, Police Officers and Police Sergeant Union
Contracts. In those contracts, union members were given 25 days vacation after 20
years of service.

Discussion:
Traditionally, the City Council has approved similar adjustments for non-union
personnel. Staff proposed this change to the Mounds View Personnel at the December
4, 2006, City Council Work Session. At this meeting the City Council approved the
following vacation accrual schedule:

ACCRUAL SCHEDULE
Years of Service Days per Year
6 months - 1 year 10 days
1 through 5 years 10 days
After 5 years through 10 years 15 days
After 11 years 16 days
After 12 years 17 days
After 13 years 18 days
After 14 years 19 days
After 15 years 20 days
After 20 years 25 days

As you can see above, there is no accrual between 15 and 20 years. This is consistent
with the AFSCME, Police Officer and Police Sergeant Union Contracts.

Recommendation:
Consider Resolution 6990, Revising Section 3.40 of the Mounds View Personnel
Manual, which revises the Vacation Accrual Schedule to add 25 days vacation after 20
years of service.

Respectfully submitted,
Desaree M. Crane
