Item No. 7C <br />Meeting Date: December 11, 2006 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: 2007-2008 Street and Utility Improvement Project <br />Hold a Public Improvement Hearing <br />Resolution 6982 Approving the Feasibility Report <br /> <br />Background: <br />On May 22, 2006 the City Council approved Resolution 6823 authorizing the <br />preparation of a Preliminary Feasibility Report and the selection of a consultant <br />for the 2007-2008 Street and Utility Improvement Project. <br /> <br />On June 26, 2006, the City Council authorized several items to be studied as part <br />of the Feasibility Report authorized on May 22, 2006 for the Street and Utility <br />Improvement Program. <br /> <br />On November 6, 2006, a DRAFT Preliminary Feasibility Report for the 2007- <br />2008 Street and Utility Improvement Project was submitted for the City Council’s <br />review. <br /> <br />On November 13, 2006, the City Council adopted Resolution 6959 setting a <br />Public Improvement Hearing date for 7:10 pm on December 11, 2006 at the <br />Mounds View City Hall and authorizing the City Administrator to mail and publish <br />notice of said hearing and improvements as required by law. <br /> <br />Public Informational Meeting <br />Before finalizing the Feasibility Report for this project, City Council and Staff <br />wanted to present this draft report to the property owners who would be directly <br />impacted by this project to get their input and to address any questions or <br />concerns that they may have. <br /> <br />On November 21, 2006 a Public Informational Meeting was conducted to present <br />the draft report. Notices for this meeting were sent to all property owners that are <br />proposed to be assessed for this project. The notice was also posted on the City <br />Hall message board located in the front vestibule area.
