They also review development proposals <br /> and prepare written reports for the Planning Commission. <br /> Other functions include zoning, subdivision, sign <br /> ordinance and residential housing enforcement. <br /> POLICE AND FIRE <br /> The police department provides patrol, investigative, and <br /> crime prevention services . Additionally, the department <br /> participates in the Drug Abuse Resistance Education <br /> 411 (DARE) Program, and the North Metro Drug Task Force. <br /> The department provides Emergency Services <br /> Coordination during disasters . <br /> Fire protection is provided through a joint powers <br /> agreement among the communities of Mounds View, <br /> Spring Lake Park, and Blaine. There are over <br /> seventy volunteer firefighters in the department who <br /> are dispatched from five fire stations . The <br /> Insurance Service Organization has given a rating of <br /> class 4 to Mounds View.
