(--tte/kriq.5-i <br /> 411 ) MEMO TO: MAYOR AND CITY COUNCIL <br /> FROM: CLERK-ADMINISTRATOR SAMANTHA ORDUNO <br /> DATE: FEBRUARY 11, 1991 <br /> SUBJECT: SERVICE INVENTORY AND ANALYSIS <br /> Over the past few months, Minnesota cities have had to react <br /> to proposals to cut Local Government Aid in the 1991 budget <br /> year. The cuts were made at a time when service levels and <br /> funding sources had been determined. <br /> At this point in time, the City of Mounds View anticipates an <br /> approximate $41,000 cut in the July payment of LGA. It is not <br /> known what future cuts the legislature will make or at what <br /> time. It is therefore important that the City take steps to <br /> prepare for the impacts to City services that could result <br /> from additional cuts in LGA. <br /> One of the methods by which the City could prepare for such an <br /> eventuality is a service inventory and analysis . The process <br /> is designed to determine the services currently offered, <br /> future service needs, the cost associated with each service, <br /> alternative avenues of service delivery and the establishment <br /> of service priorities . The process can involve a resident <br /> survey to determine citizen priorities . This action provides <br /> resident input which may be helpful to Councils as they <br /> determine service changes, service level reductions or <br /> elimination of selected. <br /> Staff has proposed to conduct a service inventory/analysis <br /> over the next few months . It is anticipated that the service <br /> inventory/analysis can be available for Council consideration <br /> in the middle of April. If the Council wishes to include a <br /> resident survey in the survey analysis, it is my <br /> recommendation that the City consider the firm of Decision <br /> Resources, Ltd. to assist in that portion of the service <br /> analysis. <br /> RECOMMENDATION: <br /> Motion to direct staff to begin the process of a service <br /> inventory and analysis . <br /> so/mjs <br />
