Stormwater runoff from a development may be directed to the <br /> wetland when in conformance with the surface water management <br /> plan and only when substantially, as determined by the <br /> Council, free of silt sediment, debris, and chemical <br /> pollutants, and only at rates which will not substantially- <br /> as determined by thc Council, disturb vegetation or increase <br /> turbidity as determined by the City. <br /> 415. The proposed action shall not cause stormwater runoff from the <br /> wetland development to take place at a rate which would exceed <br /> the natural rate or volume of runoff as anticipated by the <br /> City's Surface Water Management Plan. <br /> 316. The quality of water infiltrated to the water table or aquifer <br /> shall remain substantially, as determined by the City Council, <br /> unchanged by the development alteration of the site. <br /> 4. The allowed total increase in runoff, in combination with <br /> • total fill allowed, shall not cause the total natural flood <br /> volume of runoff from thc whole developed wetland watershed <br /> generated by a 6 inch rainfall in 24 hours. <br /> 5. The allowed total increase in runoff, in combination with the <br /> total fill allowed, shall not cause total natural phosphorus <br /> phosphorus stripping capacity of the wetland to fall below tho <br /> projected phosphorus production from the whole developed <br /> wetland watershed. <br /> T. Building Constraints. <br /> 17. All buildings, other than accessory buildings, as defined in <br /> Chapter 40 of this Code, shall be setback at least 100 feet <br /> from the wetland. <br /> 18. All accessory buildings as defined in Chapter 40 of this Code <br /> shall be setback not less than the requirements set forth in <br /> Chapter 40.05 subdivision C. <br /> 419. The lowest floor elevation of buildings permitted in a wetland <br /> • zoning district shall be at least two (2) feet above the <br /> 2362161/WZO2.WP/ABM 11 <br />
