Stormwater runoff from a development may be directed to the wetland when in conformance with the surface water management plan and only when substantially, as determined by the Council, free of silt sediment, debris, and chemical pollutants, and only at rates which will not substantially- as determined by thc Council, disturb vegetation or increase turbidity as determined by the City. 415. The proposed action shall not cause stormwater runoff from the wetland development to take place at a rate which would exceed the natural rate or volume of runoff as anticipated by the City's Surface Water Management Plan. 316.
