A <br /> jt-e>)114 /OZ. <br /> III <br /> TO: Mayor & Council <br /> FROM: Don Brager, Finance Director - Treasurer <br /> DATE: December 31, 1990 <br /> SUBJECT: Claim of Roger Stigney <br /> On election day, November 6, 1990, Administrative Secretary <br /> Michele Syverson, who was in charge of the conduct of the <br /> election within the City, directed Administrative Intern Roger <br /> Winberg to remove a Roger Stigney for Council campaign sign from <br /> the boulevard on Edgewood Drive near the Bel Rae Ballroom. The <br /> sign was removed as election law prohibits the placement of <br /> campaign signs in the boulevard of any public roadway. Roger <br /> Winberg stated that he placed the sign in the back of a Public <br /> Works pick-up truck that was parked in the City Hall parking lot <br /> at the time as campaign signs removed from boulevards were being <br /> stored at the Public Works Garage. On November 7, 1990 Mr. <br /> Stigney telephoned Ms. Syverson and requested that his election <br /> sign be saved for him. On November 8, 1990 Mr. Stigney requested <br /> the return of his sign. Ms. Syverson requested Public Works <br /> Foreman Mike Ulrich to bring the sign to City Hall where it was <br /> to be picked up by Mr. Stigney. Mr. Ulrich could not locate the <br /> • <br /> sign. Mr. Stigney was informed by Ms. Syverson that his sign <br /> could not be located. Mr. Stigney requested that the City <br /> reimburse him for his sign. <br /> Mr. Stigney was sent an Administrative Claim form. The form was <br /> completed and dated December 6, 1990. In it Mr. Stigney requested <br /> reimbursement in the amount of $10. 00 from the City. On December <br /> 12 , 1990 I wrote to Mr. Stigney and requested proof of loss, i.e. <br /> an invoice or other documentation to substantiate the amount of <br /> his loss. On December 21, 1990 I received a letter from Mr. <br /> Stigney in which he stated "I suggest that you send my claim to <br /> the insurance co. and let their adjusters work out the claim <br /> amount if their is any dispute on the amount claimed. " <br /> Staff seeks Council direction on this matter. Does the Council <br /> wish to consider the merits of the claim or should it be referred <br /> to the City's insurance company for claims handling? <br /> DB/hs <br /> Enclosures <br /> 411 <br />
