SEWER UTILITY COMMENTARY <br /> The Sewer Utility accounts for the costs of providing sewer <br /> service to City residents and businesses. The City maintains <br /> sewer mains within the City. Sewage is transferred from City <br /> mains to interceptor mains owned by the Metropolitan Waste <br /> Control Commission (MWCC) and transported to the MWCC waste water <br /> treatment plant in St. Paul. The MWCC bills the City for sewage <br /> treatment costs. <br /> Costs of operating the Sewer Utility are paid by City residents <br /> and businesses in the form of user fees. It is the policy of the <br /> City to operate the Sewer Utility on a break-even basis.
