411 MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, Acting Clerk-Administrator <br /> • <br /> Date :December 13 , 1990 <br /> Subject :Merit Bonuses and Salary Adjustments <br /> We are processing our annual performance evaluations and there <br /> are certain staff members that I feel are deserving of special <br /> recognition. Two of the individuals have been essential to me in <br /> keeping the City operating smoothly since I became acting clerk- <br /> administrator. Michele Severson and Don Brager have been <br /> indispensable during these past few months. <br /> Michele is the primary reason the elections ran smoothly. She <br /> took charge of the election process with far too little previous <br /> training. She took responsibility to learn as much as possible in <br /> the short time available and worked very diligently to insure a <br /> successful election. I heard from many election judges that this <br /> was one of the smoothest elections in recent years. Michele has <br /> also been invaluable in the daily administration details of the <br /> City. While a number of issues have been delayed due to a <br /> 0 shortage of personnel, the critical issues have been kept on <br /> schedule. I am recommending a one time merit bonus of $1000. <br /> Additionally, from reviewing her job description, observing her -- <br /> duties, and considering the Council's decision to have Michele <br /> take Council meeting minutes next year, I am suggesting that <br /> Michele be reclassified as an exempt employee. This is based on <br /> her supervisory duties as well as the fact that a large amount of <br /> her work is self directed and therefore independent of direct <br /> supervision by others . A reclassification to exempt would <br /> eliminate her eligibility for overtime or compensatory time; and <br /> since she is required to work beyond the normal daily schedule at <br /> times, I would suggest that her salary be adjusted similarly. I <br /> have estimated that this would be approximately a 3% increase in <br /> her annual salary (from $26,394 to $27,185) . <br /> Don Brager has been my major source of support and reference <br /> these past months. His historical perspective as well as his <br /> knowledge of election and administrative procedures has proved <br /> very valuable in my efforts to keep City business running <br /> In preparing Don's performance evaluation, I have learned that <br /> Don has not had a salary adjustment (other than cost of living <br /> adjustments) in recent years. I am recommending a 3% salary <br /> adjustment in Don's annual salary, this will put Don at the 65th <br /> percentile of his pay range. <br /> • I recommend that the merit bonuses and salary adjustments listed <br /> above be authorized by City Council . <br />
