a <br /> 410 <br /> JOINT POWERS AGREEMENT <br /> BETWEEN THE CITIES OF BLAINE AND MOUNDS VIEW <br /> REGARDING STREET AUTHORITY FOR CERTAIN BORDER STREETS <br /> I. Parties. This Agreement is dated the day of <br /> , 19 ; and is entered into pursuant to the <br /> provisions of the Minnesota Joint Powers Act, Minnesota Statute <br /> 471 . 59 , by and between the Cities of Blaine (herein after <br /> "Blaine" ) and Mounds View (herein after "Mounds View" ) ; each such <br /> City being a municipal corporation and political subdivision of <br /> the State of Minnesota. <br /> II . Purpose. It is the Cities general purpose and intent <br /> under this agreement to cooperate in the regulation, maintenance, <br /> and status of certain streets on and adjacent to the border <br /> between the Blaine and Mounds View. The need for this agreement <br /> is based on location of streets partially or wholly within Blaine <br /> which serve as primary or exclusive access to properties within <br /> Mounds View. - <br /> III . Terms. Now, therefore, Blaine and Mounds View agree <br /> 0 to -the mutual undertakings as herein after listed: <br /> A. Streets of concern in this agreement are 85th Avenue <br /> (aka Ramsey County Road J) and Airport Road (as proposed between new <br /> County Road J and existing 85th Avenue) . <br /> B. Mounds View will maintain that portion of 85th Avenue <br /> (existing County Road J) that is turned back to the Cities by <br /> Anoka and Ramsey County and also will provide maintenance on the <br /> extension of Airport Road between new County Road J and 85th <br /> Avenue. The level and types of maintenance will be consistent <br /> with Mounds View's provision of maintenance to other Mounds View <br /> streets. <br /> C. Mounds View will have sole authority over the streets <br /> listed in this agreement to establish traffic controls including <br /> but not limited to, speed limits, traffic signs, and prohibition <br /> of trucks, if appropriate. <br /> D. Mounds View will have sole authority to determine the <br /> future status of that segment of Airport Road that Mounds View <br /> maintains under this agreement. This includes the possible <br /> closing of Airport Road, south of County Road J, to all traffic. <br /> • <br />
