i <br /> THE SOLUTION: Metro Relations , Inc . has been established to <br /> provide an ongoing MWCC oversight , analysis and advocacy service <br /> for your city and other cities . It will assure the presence of <br /> the interests of cities at Commission discussions and <br /> deliberations . It will provide analyses of Commission issues <br /> from the municipal perspective , and will advocate , when <br /> appropriate , the interests of your city and others with the <br /> Commission. <br /> No city can afford on its own to provide such service <br /> consistently and in depth. But by joint action, an on-going <br /> professional monitoring , analysis and advocacy service can be <br /> provided for a very low individual municipal investment . <br /> What are the BENEFITS? A major focus will be on keeping MWCC <br /> budget increases to absolute necessary levels . . Success in <br /> keeping an MWCC budget increase down just 1 percent would save <br /> the cities over a million dollars in one year , and would multiply <br /> many times over the small investment in Metro Relations , Inc . <br /> For the first time your city and the other cities will have an <br /> on-going professional presence with the Commission, someone who <br /> • knows the system and knows the process . <br /> The investment in Metro Relations , Inc . is not competitive with <br /> other general fund priorities , or such memberships as the <br /> Association of Metropolitan Municipalities or the League of <br /> Minnesota Cities. Because the focus of Metro Relations , Inc . is <br /> exclusively on the MWCC , the city ' s subscription fee can , and <br /> appropriately should , be a part of the municipal sewer service <br /> enterprise budget . <br /> To assure effective coordination Metro Relations Inc . will meet <br /> regularly with the appropriate Board committee of the the <br /> Association of Metropolitan Municipalities . <br /> I will be the program ' s principal staff person . I have the <br /> qualifications and capabilities to make the program work <br /> effectively . I was Executive Director and Department Director <br /> for the Metropolitan Council . I know well the operations of the <br /> MWCC from these several years of oversight responsibilities and <br /> other more recent studies. <br /> I also understand the needs and concerns of cities. This stems <br /> from my term as Executive Director of the Association of <br /> Metropolitan Municipalities. I know the system. I am skilled at <br /> working in the process . I will represent the participating <br /> cities well . <br />
