MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, City Engineer/Director of Public Works <br /> Date :November 28, 1990 <br /> Subject :Joint Powers Agreement between Blaine and Mounds View <br /> Regarding Street Authority for Certain Border Streets <br /> The attached Joint Powers Agreement lists the authorities and <br /> responsibilities required under resolution 3024 . In addition to <br /> authorizing the Joint Powers Agreement, the resolution attached <br /> addresses the concerns about the level of traffic that will cause <br /> Mounds View to exercise authority over Airport Road, Red Oak <br /> Drive, Ardan Avenue, or other City streets in the area. <br /> The traffic report prepared by Short-Elliott-Hendrickson <br /> indicates we can expect the following traffic levels on the <br /> streets of concern: <br /> Street Average Daily Traffic <br /> Red Oak Drive (south of 85th) 2400 <br /> Red Oak Dirve (north of Hillview) 3300 <br /> Ardan Ave. (west of Red Oak Drive) 1000 <br /> Ardan Ave. (east of Red Oak Drive) 900 <br /> Spring Lake Road 1700 <br /> Groveland Road (north of Ardan) 400 <br /> Groveland Road (south of Ardan) 1100 <br /> I recommend that the traffic levels listed be considered a <br /> maximum allowable traffic on these streets; therefore, if the <br /> volumes are greater than 90% of the listed volumes, the City <br /> would meet with residents to discuss alternatives for traffic <br /> control . Traffic volumes would be monitored on a yearly basis. <br /> •p 10 ++4W7 . . • - • • • •• '•. • _ _ - , ' - <br /> diverters, one way streets, and any other reasonable concept that <br /> both the neighborhood and the Council can support. By using <br /> volumes of 90% of the report volumes to trigger action, a <br /> neighborhood meeting can be held before traffic volumes exceed <br /> the levels recommended in the report. (See attached references on <br /> diverters, traffic circles, etc. ) <br /> I recommend we submit the joint powers agreement to Blaine and <br /> obtain their concurrence prior to acting on the resolution <br /> ourselves . This allows us the flexibility to change the <br /> resolution to concur with the final Joint Powers Agreement and <br /> add any specifics we feel are necessary after the Joint Powers <br /> Agreement is finalized. <br />
