4t14,„ <br /> S <br /> DATE: NOVEMBER 14 , 1990 <br /> TO: MAYOR/CITY COUNCIL <br /> FROM: ROGER WINBERG, ADMINISTRATIVE INTE <br /> SUBJECT: METRO RELATIONS & SUBURBAN RATE AUTHORITY <br /> Mr. Gene Franchett, of Metro Relations, has sent a letter to all <br /> of the metro area cities, including Mounds View, outlining his <br /> organization's plan to provide oversight of the Metropolitan Waste <br /> Control Commission. This oversight process would include keeping <br /> MWCC budget increases to absolute necessary levels and providing <br /> policy analysis on issues from the municipal perspective. <br /> Also, Mr. Robert DeGhetto, of Suburban Rate Authority, has <br /> forwarded a letter to metro area cities explaining its involvement <br /> in public utilities rate regulation. This participation in <br /> regulation includes the activities of MWCC. <br /> On November 13 , 1990, I spoke with Mr. Jim Strommen of SRA who <br /> explained that the cost to cities for SRA membership is based on <br /> its by-laws. The formula that is used is $375 per $5, 000 <br /> • population. Mr. Strommen stated that the Mounds View cost would <br /> be as follows: $375 x 3 = $1, 125 per year. The cost for <br /> membership at Metro Relations, Inc. would be $1,250 for 1991. SRA <br /> monitors all public utility services, (electric, telephone, etc. ) <br /> while Metro Relations proposes to monitor only MWCC. <br /> A memo from Mr. Franchett dated November 8, 1990, states that 26 <br /> city managers have indicated that they will recommend the Metro <br /> Relations program to their City Councils. I will be attending a <br /> Metropolitan Area Management Association (MAMA) meeting on November <br /> 15, 1990 and will attempt to learn what our neighboring communities <br /> are doing in this matter. <br />
