METRO RELATIONS INC. <br /> To: City Managers/Administrators November 8 , 1990 <br /> From: Gene Franchett (744 <br /> Subject : Update on M tro Waste Control Commission Analyses and <br /> Oversight Program <br /> As of this date 26 city managers have indicated that they will <br /> recommend the program to their respective city councils or <br /> utility commissions . Don Poss of Blaine is the first city <br /> manager to contract for the service . <br /> Some of you expressed an expectation that the program would be <br /> discussed at a future MAMA meeting . However , Bill Craig , MAMA <br /> President , has informed me that the MAMA programs for the rest of <br /> the year are already set , and this matter will not be on the <br /> agenda this year . <br /> Since the program has a January 1 start-up date , I would welcome <br /> any other opportunities to speak to groups or associations . I am <br /> scheduled to speak to a group of northern Dakota County mayors <br /> and managers November 16 . I still hope to have the opportunity <br /> . to discuss the program with MAMA. <br /> Some of you have also inquired about therelationshipto the AMM, <br /> and others have asked about the possibility of having the service <br /> be a contractual arrangement under the AMM. <br /> I feel quite strongly about the importance of effective <br /> coordination of joint municipal efforts . This sensitivity stems <br /> from my experience in directing the work Of the AMM . I am <br /> committed to meet regularly with the AMM Metro Agencies Committee <br /> to assure consistency with AMM policies and to facilitate <br /> cooperation. <br /> As to a contractual arrangement with the AMM, it could certainly <br /> ease some of the demands on me for administration of the program. <br /> However , the AMM has a 19 percent dues increase in 1991 . Since <br /> the Metro Relations Inc-MWCC program is a new effort , it is <br /> probably not prudent to bring everything together at this time . <br /> One city manager suggested that perhaps the wisest course is to <br /> proceed with the program as an independent entity. After the <br /> program has been up and - running and has a track record , then <br /> consider placing it under the AMM. This suggestion makes sense . <br /> The need is there now. The problem exists now.
