2 <br /> MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, Acting Clerk-Administrator <br /> Date :October 10, 1990 24415 % <br /> Subject :Office Hours <br /> e Police <br /> I have met with the City Hall staff (not including the <br /> Department) regarding office hours. As you may recall , the <br /> current office hours are not in conformance with federal fair <br /> labor law. We currently schedule an employee for 9 hour days <br /> Monday through Thursday, and 8 hours every other Friday. This <br /> results in one week of 44 hours and one week of 36 hours. Fair <br /> labor law requires over time or compensatory time at 1.5 times <br /> the hours worked in excess of 40 hours each week. The following <br /> alternatives were discussed with the employees. <br /> The employees preferred a schedule of 9 hours a day, Monday <br /> through Thursday and 8 hours on Friday; the second week would be <br /> 8.5 hours a day, Monday through Thursday with Friday off. This <br /> would be 44 hours one week and 34 hours the following week. The <br /> compensatory time would be 2 hours for the first week. The total <br /> hours for the pay period would therefore be 78 work hours and 2 <br /> premium hours. <br /> The second choice of the employees was a schedule of 8 hours <br /> Monday through Friday one week and 10 hours Monday through <br /> Thursday the following week. This would allow every other Friday <br /> off and also achieve 80 hours per pay period. <br /> Other possible schedules were discussed, but not supported by <br /> the staff affected. These other options include: <br /> A) The current schedule for Monday through Thursday, but <br /> half days on Friday. This would require closing City <br /> Hall at noon on Friday, this was not popular with the <br /> staff as they felt residents would not accept these <br /> hours. <br /> B) Work schedules of 10 hours per day, 4 days per week. <br /> This would either require closing City Hall on Friday <br /> or having half the staff work Monday-Thursday and the <br /> other half work Tuesday-Friday. Having half the staff 2 <br /> out of 5 days does not provide adequate coverage. <br /> C) The final schedule discussed was returning to 8 hour <br /> days. The staff did not like this option as they enjoy <br />
