MEMO TO: MAYOR AND COUNCILMEMBERS <br /> FROM: MARY SAARION, DIRECTOR <br /> PARKS, RECREATION & FORESTRY <br /> DATE: OCTOBER 10, 1990 <br /> SUBJECT: LAND ACQUISITION FOR GROVELAND PARK <br /> I received a telephone call from Mr. Jack Newton, son of Otas <br /> Newton, former Forestry Assistant for the City of Mounds View. <br /> Mr. Otas Newton was the person who donated land along the north <br /> boundary of Groveland Park to the City of Mounds View. Mr. and <br /> Mrs. Newton have passed away. Their son Jack called to inform <br /> the City that the Newton family wishes to sell the land. Because <br /> of their parent's interest in the parks, the family wishes to <br /> first offer sale of the three parcels of land to the City of <br /> Mounds View. Parcels A and B together provides access on both <br /> Groveland Road and Fairchild Avenue. Parcel C is located north <br /> of parcel B and is a wooded lot. The attached maps show the <br /> property along with size and acreage. <br /> Mr. Newton has indicated that the family is very flexible <br /> and would be agreeable to selling the parcels separately or in a <br /> group of two or all together. I asked him for a ballpark off- <br /> the-cuff idea on price and he said that an offer was formerly <br /> made for parcel C for $34,000. He suggested that parcel A would <br /> be comparable in worth. Parcel B includes the house and large <br /> garage and Mr. Newton suggested $80,000 for a price. Mr. Newton <br /> wanted to be sure that these prices were understood to be a guess <br /> on his part. He indicated that an appraiser being requested to <br /> perform a professional appraisal on the property. <br /> I informed Mr. Newton that I would present this information <br /> to the council at the next agenda session on October 15, 1990. <br /> At this time the Council can discuss whether or not to pursue <br /> the possibilities of land acquisition. I informed Mr. Newton <br /> a wou • no 1 y im o e ounci - • • I • • - <br /> so that the family can pursue the sale of the property with the <br /> City or other parties. <br />
