, ti <br /> • <br /> Mounds View City Council September 24, 1990 <br /> Regular Meeting Page Three <br /> Jerry Linke, 2319 Knoll Drive, questioned how the <br /> contaminated soil is being taken care of. <br /> Mr. Minetor explained they have received the plan <br /> for removal, and the plan has been submitted to the <br /> MPCA for review and approval. <br /> John Barcus, representing Phillips 66, explained <br /> Dahl and Associates has formulated a plan for <br /> corrective action, which has been approved by <br /> the MPCA, and work is underway. <br /> Bill Frits, 8072 Long Lake Road, noted there are <br /> two wetland alteration permit requests on this <br /> evenings agenda and he questioned how many have <br /> been on the agenda since the first of the year. <br /> He questioned whether the wetlands are going to <br /> be protected or not. <br /> Mayor Hankner explained having the wetland altera- <br /> tion permits requests before the Council is a <br /> method of the City preserving the wetlands. She <br /> noted work is being done on the ordinance that <br /> will make it more strict and clear. She pointed <br /> out many who have requested permits are only <br /> requesting minor improvements to their home or <br /> IIProperty, such as replacing a door or deck, but <br /> ecause their property falls within the buffer <br /> zone, they must request a permit. <br /> Mr. Minetor explained 95% of the cases have involved <br /> buffer zones, not the actual wetland, noting the <br /> buffer zone is just that, a buffer zone. <br /> Mayor Hankner closed the public hearing and reopened <br /> the regular meeting at 7 : 20 PM. <br /> Motion/Second: Wuori/Quick to approve Resolution <br /> No. 3092, approving a wetland alteration permit for <br /> Phillips 66 to construct parking and drive facili- <br /> ties in a wetland buffer zone, 2525 Highway 10, and <br /> waive the reading . <br /> 5 ayes 0 nays Motion Carried <br /> Mayor Hankner closed the regular meeting and 7 . Public Hearing: <br /> opened the next public hearing at 7:21 PM. Consideration <br /> of Wetland <br /> Mr. Minetor reviewed the request of the applicant Alteration <br /> or a wetland alteration permit within a buffer Permit for <br /> ne, noting the proposed work is allowed as a Tyson Trucking, <br /> Nermitted activity within the buffer zone. The 4825 Mustang <br /> impacts to the wetland are not adverse to water Circle <br /> quality or flood storage, and Staff would <br /> recommend approval of the request. <br />
