/. <br /> MEMORANDUM �l/ <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, City Engineer/Director of Public Works <br /> Date :September 21, 1990 1 _^.� <br /> Subject :Wetland Alteration Permit for 2525 Highway 10 <br /> Phillips 66 has applied for a wetland alteration permit for <br /> construction of a portion of their parking area within a wetland <br /> buffer zone. The current parking area occupies similar area <br /> within the buffer zone, but does not include the concrete curb <br /> and gutter the new parking area will have. The site plan for this <br /> project was approved last spring; but the encroachment into the <br /> buffer zone was not addressed as the consideration at that time <br /> was that this project constituted maintenance and repair of an <br /> existing lawful use of the property and therefore was exempt. We <br /> have recently reviewed the building plans and feel that the <br /> addition of the curb and gutter and island for the car wash drive <br /> are structures additional to those existing and therefore this <br /> • project does require an alteration permit. <br /> Since this permit is required due to a minor technical <br /> interpretation, we did not require the applicant to submit a <br /> detailed report on the alteration of the buffer zone . <br /> Additionally, the staff review indicated that there would be no <br /> adverse impacts upon the wetland due to this project. The <br /> attached map and drawing indicates the encroachment into this <br /> wetland. <br /> I recommend approval of this request and the attached resolution <br /> to issue a wetland alteration permit. <br /> • <br />
