p 4 <br /> 1 • <br /> NAPP110 <br /> Mounds View City Council " ; September 24, 1990 <br /> Regular Meeting ` Page Two <br /> He stated he felt he had received the answers to his <br /> questions, from Don Pauley's signed statement and <br /> letter to the editor which was recently published <br /> in the Focus. He stated Mr. Pauley' s letter said <br /> it was npt an emergency, and the money he was paid <br /> was not required from his contract with the City but <br /> rather was an offer of money in reverence for his <br /> resignation. Mr. McCarty stated he was disappointed <br /> in the Council for not giving the public what he felt <br /> was the truth, and they should admit they held a <br /> closed meeting in error. <br /> Mayor Hankner stated she had read the letter also. <br /> She stated she had been advised Mr. Pauley had an <br /> attorney give him an interpretation of his contract <br /> and payment, which stated the City did not pay <br /> more than was required. She added, though, if Mr. <br /> Pauley truly believes he was overpaid, he owes it <br /> to the residents of Mounds View to pay the money <br /> back. <br /> Mayor Hankner also asked Mr. McCarty for his insight <br /> on how he and the County had handled the termination <br /> of a former administrative assistant of Commissioner <br /> McCarty. She stated she understood there was an • <br /> injury and workers comp involved, and questioned <br /> whether any closed meetings had been held. She also <br /> stated she understands there is possible litigation <br /> involved. <br /> Mr. McCarty stated the employee in question had had <br /> problems with employment, and had gone out on workers <br /> comp on an injury which she felt occurred two years <br /> earlier. She is back at the County now, in another <br /> department, and he has hired another assistant . <br /> Carol Golden, 7417 Parkview Drive, stated she hopes <br /> this whole issue is over, as she is tircd of always <br /> seeing negative approaches to what is being done <br /> now. She stated she feels that campaigning that is <br /> going on is very negative, and the Council ' s time <br /> has been taken up on negative matters . <br /> Mayor Hankner closed the regular meeting and opened 6 . Public Hearing: <br /> the first public hearing at 7:10 PM. Consideration <br /> of Wetland <br /> City Engineer/Public Works Director Minetor reviewed Alteration <br /> the request of the applicant, Phillips 66, for a Permit for <br /> wetland alteration permit for construction of a Phillips 66, • <br /> portion of their parking area with-in the wetland 2525 Highway <br /> buffer zone. He noted Staff has reviewed the request 10 <br /> and determined there would be no adverse impact upon <br /> the wetland due to the project, and recommends the <br /> Council approve the request. <br />
