MEMO TO: MAYOR & COUNCILMEMBERS <br /> • - _ <br /> FROM: MARY SAARION, DIRECTOR <br /> PARKS, RECREATION AND FORESTRY <br /> DATE: SEPTEMBER 12, 1990 <br /> SUBJECT: SYNOPSIS OF CONCERNS EXPRESSED BY THE MANOR <br /> • HOMEOWNERS ASSOCIATION -.SEPTEMBER 5, 1990 <br /> On Wednesday, September 5, 1990, Councilrnembers Blanchard, Paone and I attended <br /> the annual Silver Lake Woods Manor Homeowners Association meeting to listen to <br /> their concerns regarding the Silver View Park proposal. The membership agreed with <br /> the overall park concept plan as recommended in the proposal. Many of their specific <br /> concerns are addressed in the proposal including: <br /> 1. WEEDS IN THE POND. They, too, agreed that week harvesting must begin as <br /> soon as possible and agreed that it is a top priority for the pond area as <br /> indicated in the proposal. <br /> 2. CONTROL OF POND FRINGE WOODY GROWTH. The association is willing to <br /> offer volunteer services in a supervised and controlled activity of trimming <br /> 1111 woody brush from the pond fringe, understanding that a grassy buffer area <br /> around pond will remain to provide a filtering element for pond run-off and to <br /> help prevent pond penetration of trash and litter. <br /> 3. SCENIC VISTA AREAS. The membership agreed with the proposal's <br /> recommendation of mowed scenic vista areas. <br /> 4. PATHWAY. The membership was unanimously in favor of continuing the <br /> pathway completely around the pond and agrees that it is a top priority. <br /> The membership was in opposition to three elements of the proposal. <br /> 1. HARD SURFACE PATHWAY ALONG NORTHSIDE OF POND PATHWAY. The <br /> membership unanimously agreed that a hard surface pathway will deteriorate <br /> the nature aspect of the pond area and invite dangers of fast-moving users on a <br /> walking path and detract wildlife in the pond area. <br /> 2. BRIDGE OVER THE NARROWS. The membership questions the need for a <br /> bridge across the narrows, expressing their thoughts that pathway users choose <br /> to walk for exercise and the pond pathway, if continued, is good enough. <br /> • 3. EASEMENT CONNECTION TO LIBRARY. None of the homeowners wishes to <br /> have an easement between the manor homes. It was the opinion of the <br /> membership that when the sidewalk on Long Lake Road is finished, the <br /> connection of the pond path and Long Lake Road sidewalk will provide an <br /> adequate access avenue to the library. <br />
