1 <br /> 411 MEMO TO: MAYOR AND CITY COUNCIL ` <br /> FROM: FINANCE DIRECTOR BRAGER <br /> DATE: SEPTEMBER 13, 1990 <br /> SUBJECT: FIRE BOND REFERENDUM <br /> On September 12, 1990 I attended a meeting at the Blaine City <br /> Hall at which the Fire Bond Referendum Campaign schedule was <br /> discussed. Attached please find the Fire Bond Referendum <br /> Campaign Schedule, an itemization of the Bond Referendum <br /> Campaign costs, flyers on the referendum which will be <br /> distributed to residents of Blaine, Spring Lake Park and <br /> Mounds View, and mailing to resident, and a flyer regarding <br /> the Fire Department Open House during Fire Prevention Week. <br /> It should be noted that no taxpayer dollars will be spent on <br /> the bond referendum campaign costs. The Fire Department will <br /> pay these costs from donations that they have received. <br /> At the meeting the issue of what might happen if voters said <br /> no to this bond issue was discussed and it was felt that the <br /> mailer might be the appropriate place to expand upon the <br /> consequences of a no vote. There is a section in the mailer <br /> • entitled, "What might happen if we say no to this bond? " . In <br /> that section it states that, " alternate methods of funding <br /> such as leaseback or equipment bonds are more costly and <br /> restrictive. " Perhaps this section might be changed to read, <br /> " a general obligation bond issue was chosen because it is the <br /> least costly method of financing the replacement of fire <br /> stations and the purchase of new pieces of firefighting <br /> apparatus . " If the bond referendum fails more costly <br /> alternative methods of financing such as leaseback or <br /> equipment bonds may have to be used. <br /> These flyers and mailers must be taken to the printer the week <br /> of September 17th, therefore, any modifications should be <br /> submitted to the Fire Department no later than September 18th. <br /> Staff would appreciate Council's direction in this matter. <br /> DFP/MJS <br /> 111 <br />
