111 MEMO TO: MAYOR AND CITY COUNCIL <br /> FROM: FINANCE DIRECTOR BRAGER <br /> DATE: SEPTEMBER 13, 1990 <br /> SUBJECT: HIGHWAY 10 DEVELOPMENT MORATORIUM <br /> After the September 10, 1990 Council Meeting, Councilmember <br /> Blanchard requested that I review the resolution extending the <br /> Highway 10 Development Moratorium as it was her recollection <br /> that the moratorium would soon be ending. Attached for your <br /> review is Ordinance No. 466, An Interim Ordinance Amending the <br /> Mounds View City Code Establishing Development Restrictions <br /> Along State Highway 10 from County Road I to the Western <br /> Border of the City. Section VII states that the ordinance <br /> shall remain effective for one year from the date of its <br /> enactment. The ordinance was enacted on April 24, 1989 and <br /> was to expire on April 24, 1990 . On April 23, 1990 Resolution <br /> No. 3033, A Resolution Extending Interim Ordinance No. 466 <br /> Regarding A Moratorium On Development In A Designated Area <br /> Along Highway 10 In The City of Mounds View was adopted. <br /> This resolution extended the effective date of interim <br /> ordinanace No. 466 from one year to 18 months .
