110 <br /> RESOLUTION NO. 3024 <br /> PAGE THREE <br /> Maintain single family residential character of <br /> the northern end of the City. <br /> Priority B: <br /> Limit access to and from the northern end of the <br /> City. <br /> Strategically locate access points . <br /> Minimize impact while maximizing convenience to <br /> Mounds View residents . <br /> Preserve existing traffic patterns as much as <br /> possible. <br /> Priority C: <br /> Minimize negative environmental impacts; and <br /> • WHEREAS, the Mounds View Parks and Recreation <br /> Commission on March 22, 1990 adopted Resolution No. 1990-1 <br /> which requests that the City Council select and alternate <br /> design which would include access points east of Knollwood <br /> Drive with the intent of dispersing traffic, allows the least <br /> amount of traffic impact on Groveland Park, and allows an <br /> access point or points to County Road J east of Knollwood <br /> Drive and west of Red Oak Drive. <br /> NOW, THEREFORE, BE IT RESOLVED, the City Council of <br /> the City of Mounds View after taking into consideration the <br /> preponderance of information of the issue approves Layout <br /> Number 13 as modified by Alternate 3/6 modified. The <br /> extension of Airport Road as identified in Alternate 3/6 <br /> modified shall be contingent upon the following, <br /> 1 . Completion of a traffic study within 90 days . Upon <br /> completion of the traffic study and during 1990, the <br /> Council shall determine the feasibility of constructing <br /> Airport Road extension and establish standards which <br /> will dictate the future status of Airport Road extension, <br /> if constructed. <br /> 2 . Alignment of Airport Road 3 degrees to the West as shown <br /> in drawings dated April 9, 1990 provided by MnDOT. <br /> • 3 . Completion of an intergovernmental agreement between the <br /> Cities of Blaine and Mounds View which will provide the <br /> following, <br />
