111 MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor,Acting Clerk-Administrator <br /> Date :August 30, 1990 <br /> Subject :Surface Water Management Utility <br /> Public Information Meeting Synopsis <br /> On Tuesday, August 28th a Public Information Meeting was held in <br /> City Hall regarding the proposal of establishing a Surface Water <br /> Management Utility. Approximately 40 people attended the meeting. <br /> Since this was an informational meeting no formal minutes were <br /> kept nor were any actions taken. <br /> Mark Lobermeir of Short-Elliott-Hendrickson ( our consulting <br /> engineers on this project ) presented the information regarding <br /> the legal basis for a utility, the alternatives to a utility, the <br /> basis of charges, and typical charges. We then opened the meeting <br /> to a question and answer period. A large number of the residents <br /> • were concerned about the projects included in the surface water <br /> management plan. It was very apparent that few, if any of those <br /> in attendance were familiar with the SWM plan adopted by the <br /> Council this past spring. The majority of the concerns appeared <br /> to revolve around the SWM plan. <br /> A second concern addressed was why the City needed additional <br /> revenue. In explaining the requirements of the state mandated <br /> surface water management plan and the need to implement the plan, <br /> a number of residents expressed concern that the current system <br /> of special assessments for specific projects was a fairer method <br /> than a utility. <br /> A third concern was regarding the specific requirements of state <br /> law in regards to water quality limits. We explained that the <br /> state basically looked at "Best Management Practices" rather than <br /> specific pollutant or sediment loading. <br /> The main concern expressed was the need for more input and <br /> information. It appears that another public information meeting <br /> may be needed to address the concerns of the public. If the <br /> Council concurs with this assessment, the public hearing set for <br /> September 24th should be canceled. After any follow up meetings a <br /> new date could be set for a public hearing. <br /> • Staff is requesting the Council's direction in this matter. <br />
