M i n e t o r : <br /> I am writing to follow up discussions between the City and County on <br /> the Mounds View yard waste site located in Ardan Park . At the City <br /> Council meeting on August 20 , 1990 , the Council indicated its interest <br /> in keeping the site open for use by citizens through at least the <br /> spring of 1991 . The Council did not object to site improvements <br /> necessary to operate the site during that period , and suggested that <br /> the County inspect the soils on site to aid in determining the <br /> long-term viability of this site for managing yard waste . <br /> The Ramsey County Public Works Department gave the Solid Waste <br /> Division an opinion regarding the soil base at the site , after <br /> conducting an analysis of the soils . The soils on site are sandy loam <br /> (technically classified as Lino-loamy fine sand) . In the opinion of <br /> the engineer the soils should be adequate for a yard waste site, with <br /> or without the addition of gravel . He recommended that the site be <br /> graded for drainage . After grading, the soils on site should be <br /> adequate for site operation . <br /> Based on this opinion the Solid Waste Division, in consultation with <br /> you and the County Public Works Department , has prepared a revised <br /> plan to make the site usable for the coming season . We recommend the <br /> following-: <br /> o Temporarily move material off -site ; <br /> o Grade the site to drain cast toward the .=wale ; <br /> o Repair the fence ; <br /> o Relocate the gates and change the traffic pattern ; <br /> o Install n e w signs to direct aaific ; <br /> o Replace material on- site in windrows aligned east -west ; and <br /> o Have monitor present at all times the site is open . <br /> In order for the site to be ready for this fall the work will need to <br /> commence by September 17 , 1990 . As previously stated , we will need <br /> approval of the City to proceed with this work , as the City owns the <br /> site . In the event that the City does not wish to upgrade the quality <br /> of this site , we recommend that the site be closed, as it could not be <br /> properly managed. <br /> Printed on recycled paper <br />
