Presentation <br /> Ramsey County, explained recycling is a major of Ramsey <br /> component of solid waste management, and he County' s 1990- <br /> reviewed the County' s policy on it. He explained 1991 Capital <br /> they are working on continuing funding for those Improvements <br /> cities that have not yet set up funding for Program by <br /> recycling programs for 1991, as well as funds Commissioner <br /> for those cities which have set up programs, to McCarty <br /> enhance and expand the recycling programs they <br /> have in place. He stated this issue would be <br /> discussed by the Committee tomorrow. <br /> Mayor Hankner questioned whether tax payers • <br /> would still be taxed, while also paying for the <br /> recycling program. <br /> Mr. Hansen reviewed the criteria for cities to <br /> become exempt from this tax. <br /> Ramsey County Commissioner Duane McCarty reviewed <br /> how the County Board addresses road needs. Total <br /> reconstruction needs are at $118 million, for <br /> Ramsey County alone, with the County having only <br /> Commissioner McCarty reviewed the process that <br /> is used to select projects and how they do the <br /> best job possible with the funds available. <br /> Assistant County Public Works Director Paul <br /> Kirkwood reviewed the County's 1990-1991 capital <br /> improvement plan. He also reviewed projects <br /> slated for 1990, 1991 and 1992, which total the <br /> $118 million, including both construction and <br /> maintenance. Mr. Kirkwood reviewed the rating <br /> factors used in the selection of projects that �. <br /> get approved. <br /> Upon questioning, he verified that Spring Lake <br /> Road is non-programmed, indicating work on it <br /> would be beyond 1992. <br />
