2MEMO TO: MAYOR AND CITY COUN' IL Aso <br /> 41/ FROM: CLERK-ADMINISTRATclo 410 <br /> DATE: June 22, 1990 <br /> SUBJECT: 1990 USER FEE ANALYSIS <br /> As you may recall, staff has for approximately the last four <br /> months been performing an analysis of all user fees charged by <br /> the City of Mounds View. Attached for your information is a <br /> copy of the user fee analysis spreadsheet which lists the <br /> chapter or resolution number authorizing the fees, the subject <br /> of the fee, the current fee charged by the City, the 1989 AMM <br /> survey median for the charge by other cities in the AMM area, <br /> and the recommended fee. <br /> The recommended fee column indicates what changes, if any, are <br /> proposed by staff to currently reflect the cost experienced by <br /> the City for issuing licenses or permits, overseeing the <br /> regulated activities, or providing the various items such as <br /> water meters and blueprints. Should the Council agree with <br /> the proposed fees, it will be necessary that a public hearing <br /> be held on the liquor license fee pursuant to state statutory <br /> requirements before those fees could be implemented. The <br /> other fees could be implemented by resolution of the Council. <br /> It would be my recommendation that all fees go into place on <br /> January 1 of 1991 which is consistent with our budget year and <br /> would impact on all new licenses issued after that date. <br /> Should you have any questions regarding the report in whole or <br /> any specific fee, I would be happy to respond to your <br /> questions or obtain additional information for you. <br /> DFP/MJS <br /> Attachment: <br />
