MAYOR AND CITY CO �7 <br /> • -Ite7n-L_, <br /> MEMO TO: 4 , <br /> FROM: CLERK-ADMINISTRAT• i• <br /> DATE: JANUARY 31, 1990 <br /> SUBJECT: PUBLIC WORKS EMPLOYEES' INSURANCE CONTRIBUTIONS <br /> The City has had two negotiating sessions with all of the <br /> members of the City's Public Works Department as well as the <br /> representatives of I.U.O.E. Local 49 regarding the 1990 <br /> contract. The first meeting was to discuss the general <br /> background on the proposal submitted by the Metropolitan Area <br /> Management Association to Local 49 as part of the Joint <br /> Bargaining Agreement. The second meeting was to begin local <br /> negotiations on the basic framework required to implement the <br /> MAMA Proposal as well as to begin discussions on establishing <br /> a grandfathering clause to allow our employees ample <br /> opportunity to reach those standards established for the pay <br /> they are currently receiving if they are not at those <br /> standards at this time. <br /> The unit has requested that the City make a good faith <br /> offering to the Union by agreeing to implement the insurance <br /> • contribution of the Contract as soon as possible and retro- <br /> active to January 1st of 1990 . This contribution would be an <br /> increase of $23.00 per month over the 1989 contribution for a <br /> total of $225.50 per month. <br /> Considering the fact that the Union and our local bargaining <br /> unit are agreeing to major modifications to the current pay <br /> and job requirement structures, I feel it would be in the <br /> City's best interest to agree to this good faith offering to <br /> both encourage continued cooperation and avoid any potential <br /> negative implications on morale due to the delays that will <br /> result from negotiating the implementation of these changes. <br /> Finally, for your information, the bargaining unit will be <br /> appointing four individuals to work as a committee with Mike <br /> Ulrich and Ric Minetor to develop the qualifications and <br /> performance standards for each of the levels provided for <br /> under the Public Services Worker Position and to develop a <br /> proposal for grandfathering our current employees in order to <br /> allow them opportunity to meet the new qualification <br /> standards. This group will organize no later than February 1 <br /> and will be making a recommendation to me no later than <br /> February 21 which will then be forwarded to the City Council <br /> after I have had an opportunity to review and comment on it. <br /> 411 <br />
