In addressing the <br /> question of what could be done by the City, he noted <br /> they could have input on signage, rerouting, barriers, <br /> or a cul de sac, at a cost of anywhere from $100, 000 <br /> to $400,000 to the City, and they would need to look <br /> at where the money would come from. Historically, the <br /> cost is assessed to the benefited property. The <br /> County's involvement is in what County Road J will <br /> look like at the end. The State is doing the work <br /> currently on the overall project, so everything must <br /> go through them. He pointed out County Road J up to <br /> Knollwood and just past it would stay on the same <br /> alignment, but the four lanes would go to apparoximately <br /> where the shoulders are now. <br /> Bonnie Telley, 8430 Spring lake Road, stated she <br /> bought her home in 1989 and did research and home- <br /> work, and she is not against the change, but does <br /> not want her taxes to go up. <br /> Mark Dugess, 8372 Knollwood Drive, stated he bought <br /> his home in 1986 and did his homework then, and at <br /> that time the entrance was planned for Red Oak <br /> Drive, as he was told by his realtor. <br /> • Clerk/Administrator Pauley explained the EIS was <br /> done in February 1986. <br /> Mr. Dugess questioned why only two accesses were <br /> planned onto County Road J. <br /> Mr. Minetor explained MnDOT had several meetings <br /> with people in the City in the early ' 80s, and it <br /> was requested at that time that there not be any <br /> access on any through street between existing 10 <br /> and County Road J, and that is what MnDOT based <br /> their development of plans on. <br /> Mr. Dugess questioned why a service road wasn' t <br /> planned, to give all the streets access. <br /> Mr.Minetor stated MnDOT is against anything that <br /> would delay the project. <br /> Jim Sikorski, 8340 Sunnyside, stated this plan <br /> would move the traffic off Sunnyside, and they need <br /> to decide how to direct the traffic. He pointed <br /> out speed bumps would discourage traffic, and it <br /> would go more toward County Road I . <br /> * Richard Shay, 8381 Knollwood Drive, stated he had <br /> lived there for four years and was told by his <br /> realtor that it was not a through street. He <br /> stated he is not against access to County Road J, <br /> but is against the other eight blocks being funneled <br />
