The purpose of this <br /> program is to provide federal financial assistance for the <br /> purchase of capital equipment by private non-profit organi- <br /> zations to provide transportation services for elderly and <br /> handicapped persons. This information guide will assist you <br /> in making application for this program. <br /> The Urban Mass Transportation Administration (UMTA) will allo- <br /> cate approximately $600 , 000 in Section 16 (b) (2) grant funds to <br /> Minnesota for Fiscal Year 1990 . This grant is very competitive <br /> because of the limited funds which historically fall short of <br /> satisfying the application requests. To disperse these limited <br /> funds, the evaluation of applications will place a high priority • <br /> on how well applicants meet the following criteria: 1. The <br /> degree of coordination and cooperation among local organizations <br /> and existing transit and paratransit operators; 2. Extent and <br /> urgency of local needs; 3. Management capability in the areas <br /> of deliver selection and training, vehicle maintenance; and <br /> service planning; 4. Quality and thoroughness of the operating <br /> plan, including routes, schedules, ridership projections, and <br /> utilization. These criteria are explained in greater detail in <br /> the application. <br /> The grant application requirements are much the same as in the <br /> past year. Again the application process includes an UMTA re- <br /> quired seven step procedure with a completion deadline for each <br /> of the seven steps. This process is described in detail in the <br /> enclosed instruction booklet commencing on page 5 under "C. Noti- <br /> fication to Other Providers" . On time completion of each of <br /> the seven steps in this new procedure is critical to Mn/DOT' s <br /> acceptance of the application. <br /> When you have completed the application, please mail one copy <br /> to your Regional Development Commission or Metropolitan Planning <br /> Organization for review except as indicated in Exhibit A of the <br /> application booklet.
