Mounds View City Council April 9, 1990 <br /> Regular Meeting Page Ten <br /> Gary Stevenson, of Ardan Avenue, stated the inter- <br /> section at the airport interchange would be the only111 <br /> controlled intersection. He stated without the <br /> interchange he feels it would be a safety hazard on <br /> Groveland Road, as more people would be using it. <br /> He invited the Council to fulfill what they started <br /> before, and use input from the residents to decide on <br /> on an alternate that would best satisfy the majority <br /> of the residents. He stated he would like to see a <br /> resolution for 3/6 modified, with contingencies, and <br /> not leav4 it open. He added he hopes to see a <br /> decision from the Council tonight. <br /> Mr. Benson reviewed the proposed plans for stop <br /> signs. <br /> Mayor Hankner expressed concern over the competitive- <br /> ness of the neighborhoods. She reviewed the condi- <br /> tions she felt needed to be included in a resolution. <br /> Councilmember Blanchard stated she would agree with <br /> the conditions, with the exception of the airport <br /> road being left in, as she would rather delete it, <br /> have the traffic study show whether it is feasible, <br /> and then put it in. <br /> Motion/Second: Quick/Wuori to approve Resolution No. 111 <br /> 3024, approving New Highway 10/610 and Realigning <br /> County Road J, as amended, approving base layout #13 <br /> and approving alternate 3/6 modified with the extension <br /> of the airport road, contingent upon the airport road <br /> access staying in the plan unless the traffic study <br /> indicates serious problems, with the traffic study to <br /> be completed within 90 days; with a decision being <br /> made in 1990; using the traffic study as baseline <br /> information and setting a trigger point for decisions <br /> regarding that access point; alignment of the airport <br /> road 3° to the west per the April 9, 1990 drawings; <br /> an intergovernmental agreement between Blaine and <br /> Mounds View with a stipulation of no truck traffic <br /> at the airport road access upon opening, with Mounds <br /> View to maintain it and Mounds View would have control <br /> over future closing of the access, and Mounds View <br /> would control the speed limit and stop signs; and <br /> contingent upon a letter of approval from Commissioner <br /> Levine accepting and agreeing to the resolution and <br /> agreeing to reserve adequate funds for future construc- <br /> tion of the airport road extension as determined by <br /> the City of Mounds View. <br /> 3 ayes 2 nays Motion Carried <br /> Councilmembers Paone and Blanchard voted against • <br /> the motion. <br />
